Quarter-of-a-Century Story of NIORDC

In Iran, state organizations, despite offering unparalleled services to the society and carrying out massive infrastructural tasks, often go without a recorded history of their achievements. The accomplishments are often buried deep beneath heaps of minutes and documents created for registering daily routines. Addressing this void in presentation of the achievements of state organs is a serious task on public relations administrations of organizations;

"Chronicling the History of Organizational Activities"

These are the first words of a book entitled: Quarter-of-a-Century Endeavors; the first official chronicle and oral history of the National Iranian Oil Products Refining and Distribution Company (NIORDC). Recognizing that over 98% of Irans energy needs are met by petroleum products, one realizes how important this book is.

The collection begins with a chapter entailing interviews with senior NIORDC executives over the years. The section provides for a detailed technical history of oil refining, delivery, and distribution industries as well as engineering and construction of petroleum buildings. In this section, we read about the most important events the company has been involved in, associated with contemporary socio-historical events and told by NIORDC decision makers and chief executives. Moreover, an explanation of the necessity of establishing the company has been provided in the chapter through an analytical and integrated narrative.

Refining and distribution developments in Iran in terms of the statistics and the level of production, sale, bunkering and export of the main petroleum products, namely kerosene, oil gas, gasoline and LPG and fuel oil, since NIORDC establishment and the post-war era have been shed light on in another chapter of the book. 

The historical developments of the subsidiaries and departments of the National Iranian Oil Products Refining and Distribution Company (NIORDC) make up another chapter of this book. In this chapter, the readers are given a chance to learn about NIORDC activities and operational processes in various grounds. Privatization, human resources management, research and technology, consolidated planning and health, safety and environment (HSE) are some of the chapters highlights.

The Lifeline is the title of another chapter which focuses on the transmission industry and the Iranian Oil Pipeline and Telecommunication Company (IOPTC). The chapter discussed the onset and history of crude oil and petroleum products transfer, laying out pipeline networks and outlining IOPTCs accomplishments, as well as the activities of its subsidiaries, including: Telecommunication Management, Engineering and Projects Management, Commodity Management and HSE.

The next chapter zeros in on Irans huge oil refining industry and refineries. This topic, by itself, has a lot of attractions given its historical dimensions, and by reviewing the peoples movement to nationalize the oil industry and ousting foreigners from the sector. The chapter chronicles the refining industry development over time, parallel with introduction of new industries in the country. It also gives a detailed introduction of the history and story behind formation of each and every refinery in Iran. The introduction of the departments and units of the refineries, the amount of their processing capacity, the description of the upgrading of the refining units, production tables and the volume of products, broken down by each of the refineries of the country, are among the most important topics included in this chapter.

The "Linking Piece" is the title of another chapter in this book, where the last piece of the oil industry chain, i.e. distribution of oil products, has been addressed. The chapter offers a review of the 96-year history of the distribution industry in Iran and gives an overview of the performance of various types of petroleum products handling. In the course of this chapter, various NIORDC departments as well as management of the companys subsidiaries have been introduced. Besides, an in-depth overview of the most important projects implemented by the company together with the related tables and figures have been presented in the chapter.

The National Iranian Oil Engineering and Construction Company (NIOEC) is the last NIORDC subsidiary focused upon in the book. An assessment of the companys experiences and history of engineering and civil engineering activities in the oil industry is considered in this chapter. What follows is the introduction and evaluation of the main divisions of the company, an overview of the NIOECs experiences and accomplishments since the Iraq-imposed war on Iran until the present era, elaboration of plans for the construction and development of refineries, pipelines, oil depots, refueling stations, docks and ports, residential complexes, industrial buildings, retrofitting projects, overseas projects and future prospects of the company.

Put together by the Public Relations Publications Office of the NIORDC, the work is a historic attempt on the occasion of the 25th anniversary of the establishment of the company to highlight its accomplishments since its start a quarter of a century ago. This book is touted as a valuable reference for researchers interested in the history of oil industry in Iran, especially in the field of refining, transfer, distribution and engineering, and construction of oil.

It is worth noting that the NIORDC is one of the four main companies of the Iranian Ministry of Petroleum and was established on March 07, 1992, based on the principle of separation of upstream and downstream activities of the oil industry and the integration of the related sectors. The company was officially operational in spring 1992. NIORDC subsidiaries, some of which regarded as the oldest industrial complexes and the countrys first oil departments, include oil refineries, the National Iranian Oil Products Distribution Company, the IOPTC, and the NIOEC.
